Sure, you can e.g. deliver all local mail to a custom script that checks
the whitelist and either sends a bounce message or delivers the mail.
But don't do that. There is enough backscatter problems already.
Instead, reject messages from non-whitelisted recipients. You can use
restriction classes or a custom policy daemon.
