A lot of factors, some of which can not be controlled by you (e.g. load on the other server). Unless you have a very strange set of requirements then don't worry about values less than 10. Also don't worry about occasional serious delays to/from any given site. If certain sites regularly have values that are greater than about 100 then I'd consider investigating. If a lot of sites have values regularly greater than about 50 suspect a problem at your end (note it could easily be the bandwidth on your outgoing connection rather than a setting on your server).
