It's  probably  just  a  stupid  spammer with duplicate addresses in the
list.

Its not 'over' a certain time period, its 'after' a certain time period.

The  basic  premise  is legitimate servers will retry the delivery while
spammers  are  simply trying to spit out as much spam as they can before
that particular host is blocked off.
